Exchange of a Foreign Driving Licence in Slovenia

Foreign nationals who obtain temporary or permanent residence in Slovenia may, under certain conditions, exchange their valid foreign driving licence for a Slovenian driving licence.

The procedure and requirements are regulated by the Drivers Act (ZVoz-1). The application must be submitted in person at any Administrative Unit (Upravna enota) in Slovenia.
 

Who Can Exchange a Driving Licence?

You can exchange your driving licence if you:

  • have temporary or permanent residence registered in Slovenia
  • actually live in Slovenia for at least 185 days per calendar year due to personal or professional ties
  • hold a hold a valid foreign driving licence

Applications must be submitted in person at any Administrative Unit in Slovenia.
 

What Do You Need?

When submitting your application, you must provide:

  • a valid foreign driving licence
  • a valid identity document
  • proof of residence in Slovenia
  • a photograph (35 × 45 mm)
  • a valid medical certificate (if required)
  • an official translation of the driving licence (in certain cases)
  • a certificate of professional competence (for professional drivers)

The requirements depend on the country that issued your driving licence:



EU and EEA Countries

Applies to:

  • European Union (EU) member states
  • Norway
  • Iceland
  • Liechtenstein
  • Switzerland
     

Exchange Procedure

  • no driving test is required
  • a medical certificate is usually not required
  • registered residence in Slovenia is required
     

Important

  • some national licence categories may not be transferred
  • the original driving licence is returned to the issuing country

Bosnia and Herzegovina, Serbia, Montenegro, Kosovo and North Macedonia

Applies to:

  • Bosnia and Herzegovina
  • Serbia
  • Montenegro
  • Kosovo
  • North Macedonia
     

Exchange Procedure

If Residence Was Registered in Slovenia After 20 December 2025:

  • no practical driving test is required
  • the licence must be exchanged within one year of registering residence in Slovenia
  • a valid driving licence and registered residence are required
     

If Residence Was Registered in Slovenia Before 20 December 2025:

  • the licence must be exchanged within one year of registering residence in Slovenia
  • a practical driving test before an examination board is required
  • a valid medical certificate must be provided
     

Important

  • additional requirements may apply after the one-year period
  • some licence categories may not be transferred
  • the original driving licence is returned to the issuing country

Other Countries

Exchange Procedure

For driving licences issued by countries that are not members of the EU/EEA and are not covered by a special agreement with Slovenia, additional requirements may apply.

The procedure may include:

  • a practical driving test
  • a theory test
  • additional documents or official translations
     

Important

  • requirements vary depending on the issuing country
  • before starting the procedure, check the requirements with the relevant Administrative Unit

Additional Information

  • an International Driving Permit (IDP) cannot be exchanged for a Slovenian driving licence
  • you can exchange your driving licence only if you have actually lived or studied in the issuing country for at least six months
  • exchange is not possible if you have been prohibited from using a foreign driving licence in Slovenia
  • until the exchange is completed, you may drive with a valid foreign driving licence in accordance with applicable regulations
